Proxies are the backbone of web scraping

Almost every serious web scraping operation runs on proxies. Websites limit how many requests a single IP can make, block IP ranges associated with bots, and show different content to different locations. Proxies let you spread requests across many IPs, use IP types that websites trust, and see each page as a user in the right place would.

But "the best proxies for web scraping" depends entirely on the targets. Scraping government open-data portals and scraping a major retailer behind enterprise bot protection need completely different setups. This guide helps you match proxies to targets, then shortlists providers. For the general buying framework, see the best proxies pillar guide.

Step 1: Classify your targets

Target difficultyExamplesTypical protectionBest starting proxy
EasyPublic APIs, government data, news, many B2B and small sitesBasic rate limitsDatacenter proxies
ModerateMid-size retailers, classifieds, travel sitesCloudflare or similar at standard settings, rate limitsDatacenter first, then residential
HardMajor marketplaces, search engines, ticketing, socialEnterprise bot protection, fingerprinting, behavioural analysisResidential proxies, sometimes mobile or an unblocker
Logged-inAccount dashboards, B2B portalsSession and account monitoringISP proxies or sticky residential

Run a quick test on each target with a few datacenter IPs. If success is high, stay there. If you see CAPTCHAs, 403s or empty pages, escalate.

Step 2: Choose the proxy type per target

Datacenter: the cheapest option that often works

Fast, cheap and stable. Ideal for easy targets and many moderate ones if your client looks realistic. See best datacenter proxies.

Rotating residential: the default for hard targets

Millions of trusted IPs, per-request rotation, city targeting. The most reliable general-purpose scraping proxy. See best residential proxies.

ISP: stable identities for long sessions

Static, fast, trusted. Ideal for logged-in scraping and long browser sessions. See best ISP proxies.

Mobile: the last resort

Highest trust, highest price. Reserve for targets where residential fails.

Unblockers and scraping APIs: outsource the hard part

For the toughest targets, a web unblocker or scraping API can be cheaper overall than fighting blocks yourself.

Step 3: Choose rotation and session behaviour

  • Stateless pages: rotate per request.
  • Paginated or session-bound pages: sticky sessions of 1 to 10 minutes.
  • Browser scraping: one sticky session per browser context.
  • Logged-in scraping: static ISP IP per account.

See proxy rotation strategies and sticky vs rotating sessions.

Providers worth testing for scraping

NeedProviders to shortlist
Enterprise scale, compliance, all proxy types plus unblockersBright Data, Oxylabs
Mid-market residential valueDecodo (formerly Smartproxy), SOAX, NetNut
Budget residentialIPRoyal, PacketStream, budget resellers
Cheap datacenterWebshare, Rayobyte, Proxy-Seller
Scraping APIsZyte, ScraperAPI, ScrapingBee, plus big providers' APIs

See residential proxy providers compared and datacenter proxy providers compared.

Proxy tip: One low-risk way to follow this advice is to start with a provider whose traffic doesn't expire. Geonode bills residential proxies per GB with no expiry on purchased bandwidth, so you can test properly before buying volume. We cover its plans in our Geonode proxies guide.

Step 4: Make your scraper proxy-friendly

Good proxies can't save a bad scraper. The most common reasons scrapers get blocked even with residential IPs:

  • Unrealistic headers or a default library user agent like python-requests/2.x.
  • A non-browser TLS fingerprint on sites that check it.
  • Too many requests per second to one domain, regardless of IP count.
  • Headless browser leaks. See browser fingerprinting and proxies.
  • No backoff after 429 responses. See rate limiting and proxies.

Read avoiding IP bans when scraping for a full checklist.

Step 5: Measure cost per successful page

Track, per target and per proxy type:

  • Success rate (correct content, not just HTTP 200).
  • Bytes per successful page.
  • Cost per 1,000 successful pages.

Then move each target to the cheapest proxy type that keeps success high. This single habit saves more money than any provider switch.

Tool-specific setup guides

Example architectures by team size

Solo developer

  • Python or Node scraper, datacenter proxy list for most targets, PAYG residential for a few.
  • Simple retry and block detection.
  • Weekly manual review of success rates.

Small data team

  • Scrapy or a queue-based worker system.
  • Rotating residential gateway plus a datacenter tier.
  • Per-target routing rules and dashboards for success and cost.

Large operation

  • Central proxy router service with multiple vendors.
  • Unblocker or API tier for the hardest targets.
  • Automated tier escalation and de-escalation per target.
  • Compliance review for new targets.

Signals that you've chosen the wrong proxies

  • Success rate below 80% after reasonable client tuning.
  • Retries per success above 0.5.
  • Bytes per success rising over time.
  • Frequent soft blocks.

Fix by changing tier for the affected targets, not by switching everything. See proxy rotation strategies.

Planning for tougher defences

The rise of AI crawlers changed how many websites treat automated traffic. Sites that tolerated light scraping for years have tightened their bot rules, and infrastructure companies have followed: in July 2025, Cloudflare announced it was changing its default to block AI crawlers unless they compensate site owners. Even if you aren't training models, your scraper can be caught in the same net.

What that means for planning:

  • Budget for higher-trust IPs on more targets. A target that worked with datacenter proxies last year may need residential this year. Re-run your target classification every quarter.
  • Identify yourself where it helps. For crawls site owners might welcome, a descriptive user agent with contact details and a published policy can turn a block into a conversation.
  • Check robots.txt and AI-specific rules before each new project, and record what you found. See ethical web scraping.
  • Prefer official feeds and APIs where they exist; they're more stable than any proxy setup.
  • Expect more challenges. Build challenge detection into your pipeline from the start; see CAPTCHAs and proxies.

If your collection feeds AI systems, read AI training data proxies for the opt-out and documentation practices that now come with it.

FAQ

What is the best proxy type for web scraping?

Rotating residential proxies for protected targets; datacenter proxies for lenient ones. Most mature setups use both.

How many proxies do I need for scraping?

With rotating residential, you don't buy IPs; you buy bandwidth. With static proxies, estimate requests per hour divided by safe requests per IP per hour. See proxy pool size.

Scraping public data is generally lawful in many jurisdictions, but terms of service, personal data and copyright matter. See are proxies legal? and ethical web scraping.

Should I use a scraping API instead of proxies?

If your targets are very hard or you lack engineering time, possibly. See scraping API vs proxies.
